Redefining the Effectiveness of Insurgent Detainment

Objective: Counter terrorism related containment and deterrence.
Proposal (Changing the Name of Gitmo)- Contrary to popular belief, the post controversy efficiency level of Gitmo has been very high when compared with foreign nation based detainment of insurgents. Gitmo has an efficiency rating of over 90% in regards to preventing future terrorism related activity. This is in stark contrast to the effectiveness of insurgent deterrence initiatives in Yemen, Egypt and Pakistan for example. While there has been misconduct attributed to Gitmo several years ago, Gitmo is now seen as a globally viable institution concerning counter terrorism related detainment of insurgents.
*These factors clearly warrant a name change that would allow Gitmo to remain open.
Benefits of Proposal Implementation (Examples)
1. Renewed Infrastructure- A name change for Gitmo would greatly benefit those associated with creating the post controversy efficiency rating at this institution.
2. Resourcing- Keeping Gitmo open with augmentation related conditions would dramatically reduce the costs of establishing an untested insurgent detainee center while America is trying to win the wars in Afghanistan and Iraq.
3. Tactical- A commitment to improving and sustaining a successful insurgent detainment and deterrence model at Gitmo would provide the U.S. military with tactical, strategic and operational flexibility (insurgent cell fragmentation, theatre of conflict separation, insurgent force reduction etc.) and continuity in addition to being cost efficient as well.
